What is Quad? The Quadrilateral Security Dialogue Explained: QUAD stands for the Quadrilateral Security Dialogue and it refers to the special relationship that exists between the United States, Japan, Australia, and India in their efforts to promote peace and stability in the Indo-Pacific region. It is also sometimes referred to as the Quad or Quad Club as this strategic alliance has four members; Quadrilateral can be taken to mean four sides of a rectangle or four different countries working together.

A brief history of QUAD

What is Quad? The Quadrilateral Security Dialogue: The United States formed QUAD with the help of Australia, Japan, and India in 2007. The purpose of QUAD was to help keep the South Asian sea lanes open and deter terrorism in the region. However, Afghanistan had been a problem for these countries after 9/11, so they agreed that their respective militaries would develop counter-terrorism capabilities together.

The first step toward joint training came when they met together in 2005 during the Combined Joint Task Force Exercise (CJTFEx) along with Singapore.

The second meeting took place in 2006 at the Pacific Armies Management Seminar (PAMS).

The third meeting occurred in 2006 at the Annual Security Cooperation Forum held by the US Department of Defense.

The fourth meeting took place at the Pacific Armies Management Seminar again, but it also included Vietnam and Mongolia.

The fifth meeting happened in 2010 at the Pacific Armies Management Seminar again, but it also included New Zealand and Thailand.

The sixth meeting occurred in 2011 at the Pacific Armies Management Seminar again, but it also included Brunei Darussalam and Malaysia.

The seventh meeting took place in 2012 during the International Conference on Peacekeeping Operations.

The eighth meeting happened in 2013 at the Conference on Enhancing Multilateral Export Controls (EMEC).

The eleventh meeting occurred in 2016 at the 2+2 ministerial talks between the United States and India.

The twelfth meeting took place in 2017 as part of the AUSMIN talks between Australia and the United States.

How does QUAD work?

To start with, QUAD consists of four nations: the United States, Japan, Australia, and India. It was formed in 2007 to enhance cooperation between these countries on issues of common security. Since its inception, it has been involved in a number of high-profile activities that have enhanced the strategic relationship between all four nations such as participation in anti-piracy operations off the coast of Somalia and joint military exercises under UN mandates (for example ‘Exercise Cope India’ 2012). With China’s expanding presence and influence across Asia, there are also concerns about QUAD becoming a possible counterbalance to China’s expansionist aims.

Why did China object to QUAD in the first place?

During the meeting of US President Donald Trump and India’s Prime Minister Narendra Modi in 2017, the two leaders decided to expand India-US Strategic Partnership into a quadrilateral configuration.

In fact, the process of forming QUAD started in September when India’s Foreign Secretary Vijay Gokhale visited China for talks with Chinese Foreign Minister Wang Yi. However, the efforts did not succeed as China was opposed to it on the grounds that it would be against its ‘core interests. The move came at a time when there were already tensions between Beijing and New Delhi over their territorial disputes in the Himalayan region. In short, China is unhappy with some of QUAD’s policies, including their combined efforts to tackle security threats in Asia. For example, some countries believe that Pakistan’s status as an ally of China means they shouldn’t be receiving military aid from QUAD members.
